The following message provides an update on the implementation and timing of payments of certain elements of the Phoenix damages agreements.

Catch-up payments to be paid on September 1, 2021

Catch-up payments

In March 2021, the NRC signed agreements with its two bargaining agents, the Research Council Employees’ Association and the Professional Institute of the Public Service of Canada, providing catch-up provisions to align general damages previously given in the form of leave with the monetary benefits negotiated in the 2020 damages agreement between Treasury Board and The Public Service Alliance of Canada (PSAC), and to provide parity for additional sums.

If you received leave credits under the NRC damages agreement, you could receive an additional amount of up to $1,000, as the NRC agreed to match the amount paid to PSAC members in respect of late implementation of their collective agreements. Some employees may also receive an additional payment (top-up) if their daily rate of pay was less than $300. For each fiscal year, the amount of the additional payment is equal to the difference between $300 and the daily rate of pay of your substantive position in Phoenix on October 23, 2020. This payment will only apply if the difference is more than $10.

It is important to note that you cannot receive duplicate damages entitlements if you changed positions between 2016 and 2020, and were covered under both the NRC agreement and any agreement in the core public administration.

The additional $100 for later implementation time frames for the 2018 agreements ($400 agreed to originally vs. match to PSAC $500) will come later, possibly end of September.
