On October 20, 2014, the Treasury Board repealed its Personnel Security Standard and replaced it with a new version that is potentially privacy invasive. On February. 24, 2015, the RCEA became aware of these changes to the Standards on Security Screening. The changes to security screening are substantial and include mandatory fingerprinting and credit checks for all new and renewed security clearances.
The RCEA has filed a policy grievance for each of its bargaining units alleging implementation without consultation and privacy invasion. The grievances have not yet been heard.
Although the government gave all departments, including NRC, until October 2017 to implement the changes, NRC has decided to implement them right away and without any discussions with the RCEA. Therefore, until the grievances are heard and decided, the revised security standards will apply.
